A commercial building in the UK can hold three different energy labels at once, and they can flatly disagree with each other. An office can carry an EPC B, a mid-table benchmark position, and an operational performance that would embarrass everyone if it were published. Understanding why starts with one distinction: some ratings assess the asset (what the building is), others assess the operation (how it actually runs), and the gap between the two is one of the defining findings of modern building science. If you advise on commercial property, you must be able to say which rating answers which question.
