Every other course on this platform assumes that whoever manages the energy also controls the building and pays the bills. Commercial real estate breaks that assumption. A multi-let office involves a landlord who owns the plant, a managing agent who operates it, and tenants who occupy the floors, pay most of the costs, and often hold their own electricity contracts. Before any of the engineering from Levels 1 and 2 can be applied here, you need to know who these parties are, which meters belong to whom, and how the service charge moves money between them, because in this sector the organisational map matters as much as the plant room.
