Retrofitting an existing building is harder than designing a new one: you work around what is already there, often while the building stays occupied, and every measure interacts with the others. Done in the wrong order, or without thinking about the building as a system, retrofit wastes money and can actively cause harm, rotting walls and growing mould where there was none before.
