Balanced flows and correct control sequences prove a system is set up right; performance testing proves the plant itself delivers the capacity and efficiency it was specified for. A chiller that should make 100 kW of cooling but manages only 85 is a fault the sequence tests would never reveal, because the controls are behaving perfectly, calling for cooling the plant cannot supply. This lesson covers how capacity and efficiency are measured on the two workhorses, chillers and boilers, and why the results become the building's performance baseline.
