Everything an audit gathers converges here: the walk-through's suspicions, the loggers' evidence, the interviews' context and the baseline's reference points become a list of specific, costed, ranked opportunities. This is the intellectual centre of the audit and the part clients actually pay for. The craft has two halves: estimating each measure's saving honestly, and ranking the portfolio so the client knows exactly what to do first.
