The walk-through produces suspicions; measurement turns them into numbers that survive scrutiny. This is the stage that separates a detailed audit from an expensive site tour, and it is where audit craft actually lives: choosing what to measure, for how long, with which instrument, so that every recommendation in the final report can point at data rather than judgement. The good news is that the toolkit is modest and the principles are few.
